c2lout 3.13 broken

I'm trying to use c2lout with 3.13, and I get the following error:

lout file "cdoc" (from "c2lout.tmp" line 1):
     1,0: cannot open file cdoc
lout file "c2lout.tmp":
     2,1 fatal error: exiting now

cdoc was in the 3.12 distribution but is not in the 3.13.  I'm aware that
the setup mechanism has been changed, but I'm not sure exactly how to do
what c2lout needs done.
