.eps problem

I'm trying to insert an .eps graphic into
a Lout file and I get the following errors:

lout file "test.lout":
     4,1: size constraint 14794.721c,15.989c,14794.721c broken by
0.000c,16.395c

     4,1: size constraint 14794.721c,20.988c,14794.721c broken by
0.000c,21.393c

     4,1: too little horizontal space for galley @DocumentBody at
@Galley

Is this a Lout issue or a problem with the EPS file?
The file was genreated by a tool my boss wrote.  I've 
attached the file for reference (it's very small).

Here's the long story:  I work for the Magelang Institute
(www.magelang.com), we do Java training based on our own
in-depth course materials.  The source for the materials
is in XML (HTML subset + some custom tags).  We were using
MS Word to print course materials, which was a huge
mistake (not my decision :). I'm now moving things over to
Lout, which is in general a great thing (certainly much
nicer than the TeX family).  Our main problem is getting
screen shots and other .gif's into EPS form so Lout can
deal with them.  So if anyone has a suggestion for a reliable
.gif to .eps converter, I'd be grateful.  However, since
my boss went to the trouble of creating his own converter,
it may be better if I can find a way to get that to work.
