newer Lout into Linux (sunsite)

Hello Jeff,

perhaps (at least when 3.11 will be considered stable, or will have a
stable successor) it is time to put a newer Lout into Linux.

Currently the sunsite linux mirrors have a ...sunsite/apps/wp/ containing 
only
        1545 Jul 11  1996 lout.3.08.lsm
     1348912 Jul 11  1996 lout.3.08.tar.gz
      428643 Jul 11  1996 lout.3.08.user.ps.gz
        1610 Jan 24  1996 lout.README
       13770 Jul 11  1996 lout.barcodes.1.1.tar.gz
       23469 Jul 11  1996 lout.latin2.2.0.tar.gz
      174642 Jul 11  1996 lout.teq.2.0.tar.gz

I believe this just means filling a LSM template and putting the newer
tar.gz files onto ftp://sunsite.unc.edu/incoming/Linux. The Incoming
directory contains a HOW.TO.SUBMIT saying 
"
To submit Linux stuff to sunsite, do this:

   1) Get LSM-TEMPLATE from /pub/Linux/Incoming
   2) Fill out the lsm entry as described
   3) Upload your files and a .lsm file containing an lsm entry
      to  /incoming/Linux (note: uploading to pub/Linux/Incoming
      is no longer permitted).
"
