NT port available for testing

I have finally fixed the bug that affects lout under Visual-C on win32
platform.  I have compiled lout with full optimizations and made a
distribution available for testing at:

  ftp://ftp.ptc.spbu.ru/pub/unix/text/lout/ports/win32/lt310w32.zip

The distribution includes c2lout binary and two lout binaries, of
which loutdbg.exe was compiled with DEBUG_ON (that is you can use -d
flag).  Init run was made.  It expects its libraries to reside in
`c:\lout\3.10', but LOUTLIB should work, thought I haven't tried it.

It appears to correctly process all the standard lout documentation.
Diffing postscript shows only unavoidable minor deviations in floating
point arithmetic.

The patch is attached.

I'd rather not share with you those few words I have for MicroSoft.
