Running Headers in reports

I'm using the report document type with @PageHeaders{Titles}. However
I don't want to see a running header on the first page of the
report. I get it none-the-less.

It seems, after reading reportlayout, that all the invocations of
@Runner are preceded by NonStart. This seems to mean that we'll get
running headers anyway.

So, is there a way to avoid the headers on the first page?
