That patch didn't merely prevent the spincontrols from enforcing
"Solve...Time" limits--it removed those limits from the program
altogether. As a result:

solve for...anything
from year 100
to year 100
at year 100
Assertion 'SolveEndYear_ <= BasicValues::GetLength()' failed.
