Hi,
You can give the following three commands to install linphone 3.9.1
sudo apt-add-repository  ppa:linphone/release
sudo apt-get  update
sudo apt-get install linphone
As far as the web site goes, see below.

They seem to refer one to a place where one is suppose to be able to install through some software called flatpack, but flatpack did not compile on my linux. When trying to compile linphone from the git source code, I ran into an error envolving antler, some sub component required by linphone.
