If you use current cvs, it's quite easy.
You need to write a mediastreamer2 plugin, such the one attached to this email 
(ilbc codec plugin). 
Then you 'll need to define a PayloadType structure to describe your codec and 
register it in linphone_core_init() in coreapi/linphonecore.c
