almost there.
I started with Ghislain's suggestion of putting it in the
linphonerc file (just to save time setting up the XML and to
verify if it works), and I am able to accomplish everything
except for setting my transport to tcp and enabling outbound
proxy (the proxy itself is being picked up). I think I will
try the XML provisioning now, but was just wondering if I was
doing something wrong with my linphonerc definitions below:

Shouldn't this have worked? Or is it that
transport and proxy config can't be set in linphonerc, and
has to be defined by remote provisioning only?
