Finally, I can compile c source code. But, There is a some problem and I resolved it.

In order to compile whole c source code, I had to work before ndk-build step.

1st step. : prepare libilbc's header file.
/linphone-android/submodules/libilbc-rfc3951$ ./configure 
/linphone-android/submodules/libilbc-rfc3951$ make

2nd. step : ndk-build
/linphone-android/jni/ndk-build

I'm afraid you still need to use the standard ndk from Google.
