Linphone is a phone, thus it is not designed to receive multiple calls
simultaneously. It can only accept one call.
If you need to do that, you should consider creating your own user-agent using
eXosip2 (for SIP) and mediastreamer2 (for media streams) which are the main
parts of linphone.
