Yes, David, no kidding!
I couldn't believe it either...
Incidentally, a few months ago someone asked me whether I knew how to do
this in MuseScore.
My first thought was: well, MuseScore is a non-commercial, non-professional
software, but Finale and Sibelius should be able to handle this with ease -
but, apparently, no, they can't!
Curiosity was awoken, but all I could find was a couple of threads that
clearly stated that both Finale and Sibelius need a lot of trickery
(changing metre and hiding it, manually moving noteheads to their proper x
position etc.)
Dorico, by the way, is a laudable exception, just checked it.
