Andrew,
The last duration in the treble staff is 4*16 i.e. four whole notes
with a quarter note head.
The first note in the next voice (in the bass staff) inherits this length.
Use this:
bass = {
\clef bass
\time 4/4
c1 % set duration explicitly
c c
}
