In the old manual 2.18 the line in the example is wrong? \set Staff.keySignature = #`(((0 . 6) . ,FLAT) ((0 . 5) . ,FLAT) ((0 . 3) . ,SHARP)) I do not know if an "old" manual will be corrected?
In manual 2.19 it is correct - see below. Works correct with 2.18 as well. http://lilypond.org/doc/v2.19/Documentation/notation/arabic-music
