You could try typesetting your filename into an .eps
file outside LP and passing it in as a graphic with
\markup { ... \epsfile ...
See page 232 Notation Manual (2.18.2).

It's ironic that it can't set U+FFFD because that is the
Replacement Character, as seen here:
Processing `K:/LILY_POND/test_ymt-������.ly'
