Yes, as long as the notes are in one voice. A voice may change between staves using the \change Staff command, which you will find documented. For a snaky-shaped slur you may want to have a look at <https://github.com/openlilylib/openlilylib/tree/master/notation-snippets/shaping-bezier-curves>, namely the \shapeII function.
