To clarify:

1)
You can download the *whole* repository through the Github interface as a zip 
file. You don't have to use Git although that's the recommended way.

2)
Tge directory you should put in the include path is the repository 's root. 
Then you can 
\include "editorial-tools/edition-engraver/definitions.ily"
