bug with compound glyphs and/or diacritical markings?

Hello all,

The code

    \version “2.19.15"
    \markup \fontsize #12 “й"

gives

[n.b., The diacritical mark should be centred directly above the glyph.]

Is that expected, or is this a bug?

In either case, is there a suggested workaround?
