musicxml2ly on Windows

Dear all,
what would be the best way to invoke musicxml2ly on Windows when there is
also a Python 3 installation.
When I try to run it with the python that comes with lilypond like this
python.exe musicxml2ly.py test.xml
I get this error:
Could not find platform independent libraries <prefix>
Could not find platform dependent libraries <exec_prefix>
Consider setting $PYTHONHOME to <prefix>[:<exec_prefix>]
'import site' failed; use -v for traceback
Traceback (most recent call last):
File "musicxml2ly.py", line 3, in ?
import optparse
ImportError: No module named optparse
This is with Lilypond 2.16
