1) use TextScript #'padding
2) use  \translate
3) There are other arrows in the UTF-8 characters. 
For ex. :

up = _\markup \translate #'(-.2 . 0) \rotate #90 "➛"
down = _\markup \translate #'(-.2 . 0) \rotate #-90 "➛"

BTW, I found this snippet:

where arrows (\strokeUp and \strokeDown) are defined by \postscript commands (instead of UTF-8 characters)
more difficult and more flexible...

I think I'll add an example in the LSR (specific for flatpicking guitar)
