in your original example
\relative c'' {
\repeat unfold 4 { R1*4 \break }
\override Score.NonMusicalPaperColumn.padding = #20
R1 R1
}
by the time you override the /Score.NonMusicalPaperColumn.padding/ you *are*
in the Voice context and it works as expected!
try other numbers and you'll see!
