I would be disappointed if we considered a situation where material that is of essential help to Lilypond users (to the degree where it would make good sense to reference it) is not freely available and redistributable satisfying enough that we gave encouragement and support to it on our web site.
You shouldn't link to it for now.Maybe I will think of updating the tutorial with public domain music (as most of the contents of the tutorial are completely independent of the actual music) - if I find the time. Then we can talk about making the whole thing free.
OTOH I don't think there is any problem with the mere existence of non-free documentation.
And one of my intentions was to provide online material that probably will be exposed to search engines and opens an additional path to find LilyPond resources.
