command in one staff is
automatically applied to all staves. The resulting bar lines are
connected between different staves of a StaffGroup ,
PianoStaff , or GrandStaff .
"
Doesn't this solve your problem (except for the fact that you'd have
to manually enter these invisible bar lines)?

to break lines or pages within bars.
Of course this would really be a workaround as you'd have to do
this manually.
But if it works at all you might try to make use of a separate
variable where you can put your "break permissions" to. Maybe it
is possible to use one and only one variable in all parts, perhaps
by means of some scaling.

Ah - I see the problem is that there is no obvious bar break for
LilyPond to use for the line break. I'm afraid I can't help
here.
