"Waterlily"-type program for Windows

is there any way to build such a program to run under Windows OS?
- not a Lilypond "GUI" but simply a way to have the PDF output window as well as
the text editor window running simultaneously, so that changes made in the .ly
file would "update" in real-time in the open PDF window? this would save endless
closing/processing/reopening of the PDF file as one works on the LY file. thanks
to any with relevant info.
