everything within the volta brackets will be before the repeat. If you want section 2 to be after the repeat, then it needs to come after the repeat. i.e., \repeat volta 2 { section 1 } \repeat volta 2 { section 2 }

What are you looking to do? This works fine:
{
   \repeat volta 2 {
      << { c'4 b a b }\\{ g2 f } >>
      a8 b c' d' e' d' c' b
   }
   \alternative {
      { << { d' c' b2 }\\{ a2 f } >> }
      { << { d'2 c' }\\{ a4 b c'2 } >> }
   }
}
