But in the example you supplied, both tuplet brackets are visible [1]. Did you test your example before posting? However, the tuplet brackets get shorter as additional measures are added. If enough measures are added (or ragged-right is applied), the first bracket disappears, probably because it would be too short to be readable. One way to keep it longer would be to spread out the tuplet contents, e.g. apply the following to the initial r8 :
\once \override Rest #'X-extent = #'( 0 . 3 )
