I don't think a text spanner will do what you want, but the
following might:

#'ly:set-point-and-click ##f
stuff = \relative {
  \dynamicUp
  \set decrescendoSpanner = #'dashed-line
  c1 \mf \>
  \break
  c1 \pp
}

\score {
  \stuff
}
