It works fine for me on XP and does not depend on Cygwin; it also works with the version of Python that comes with LilypondI find jEdit with LilyTools great for editing Lilypond files. It has syntax highlighting lots of other useful features, and you can run Lilypond at the click of a mouse or with a keyboard shortcut. It's a couple of versions behind on Lilypond but that's not a fatal problem.
