Tried:
 \override       Slur #'positions = #'(stem . head)
 \override       Slur #'positions = #'( 13.0 . -13.0 )
 \override Score.Slur #'positions = #'( 13.0 . -13.0 )
 \override Voice.Slur #'positions = #'( 13.0 . -13.0 )
 \override       Slur #'positions = #'(( 13.0 . -13.0 ) ( 4.0 . 4.0 ))
to no effect, not even errors.
Tell me more.

why don't you use #'positions ?
