Just another idea: I think this second idea can be made to work, by filling in
skips in the "song" voice, so it's kept alive:

\context Voice="song" {s1*3 } %adjust this to be long enough.
{ \context Voice="instr" {b4 a g a} | \context Voice="song" {b b b r} |
\context Voice="instr" {a a a r | b d d r} }
