I think you have read at the wrong place in the documentation. The property you should alter is Staff.keySignature and is documented at http://lilypond.org/doc/v2.4/Documentation/user/out-www/lilypond-internals/Key_005fengraver.html#Key_005fengraver(assuming that you use version 2.4, please always tell when you send a question). There is an example called key-signature-scordatura.ly <http://lilypond.org/doc/v2.4/input/regression/out-www/lily-1890913516.ly> in the Regression Tests
