The "direction" value places the numbers below the staff.  The default
padding is 2 so changing it to 0.5 puts the numbers close enough to the
staff for me.

I did as Mats suggested and looked at MultiMeasureRestNumber in the internal documentation for 1.7.16. I did not see either of those properties, only 'raise' which didn't seem to work.
