What command produces this error message?  What setup.exe program did
you use?

I cannot reproduce this.  It looks like some cygwin program did not
list its dependencies correctly.  If this program is not lilypond.exe
or guile.exe, you probably should complain to the maintainer of the
program, at address@hidden  Possibly you installed extra cygwin
software?

You can work around this problem by installing libintl1 and libpng2
from cygwin.com.
