FWIW, this was down to me removing the very
out-of-date Czech news file from the build. The simple cure for problems
like this is to make doc clean and try again. Failing that, delete the
build directory and run make, make doc again.

Try
removing Documentation/cs/out-www/web.dep and running `make doc'
again. If it succeeds but fails at the next language, repeat for each
language. Alternatively, if all that fails, try `make doc-clean' and running
`make doc' again.
I ended up deleting the file in cs/ and zh/ and that did the trick.
