I believe it is (using %, as you point out). #{ #} introduces a
LilyPond syntax mode, so I wouldn't expect the ; character to suddenly
behave otherwise than in plain LilyPond syntax. Wouldn't you see that
as an inconsistency?
(Granted, the # character may be replaced with $ in a #{ #} construct.
But still, that's the only difference I can think of.)
