I've tested an alternate layout that corrects the `back button'
problem, but it is not `cross-browser' compatible.

Since the Table of Contents sits below the main content in the HTML
code, there are not very many methods of achieving the layout we have.
I assume that texi2html supports frame-based layouts as well, but this
would require an overhaul of the texi2html init file.  And from an
accessibility point of view, frames are out of the question.

This is a big problem, but IMO it is not a showstopper that needs to
be fixed before 2.12.  I will continue to search for a better
solution.
