I've run current version of musicxml2ly and it works correctly. See attached .ly and .png files.
I'm marking this issue as invalid, as I'm not sure who and when fixed it (even if probably we should thank John Gourlay and Philomelos).


[issues:#806] Musicxml2ly problem with tempo indications when a piece starts with MM rests.

ArnoWaschk has reported that when the attached Finale-generated xml file is
converted (using Lily 2.13.4), the tempo indication is attached as a markup
to the first note (i.e. in the third bar) instead of being printed over the
first bar (that just contains a rest).
