The current patch for Issue 3813 fixes this problem by moving the tuplet  
number to a sane position when there is no bracket involved.  (It also  
introduces collision detection of accidentals with tuplet numbers on kneed  
beams.)

The attached example shows Keith's example from comment #5 with 2.18 and  
with the patch applied.
