The only problem with the patch above was that it broke issue 1532 again.

I had some long-needed documentation in a patch above, so I am going to  
meld it with David's most recent patch.

The resulting patch sets defaults so that issue 1772 gets its expected  
behavior (while the docs note that it this inconsistent and show how to  
turn it off) the original bug-report

its expected behavior, and the heuristics are confined to one very short  
Scheme function.

The patch adds a line to the ends of two reg-tests (those from issue 1532).
