This "make doc" error is not visible enough on the mailing lists and/or on  
the issue tracker.  I'd have no idea where to pick up the info right now.   
It's likely in the ballpark of Julien (putting him on Cc though this does  
not make much sense with _this_ issue).  It's likely what caused the  
20-core Ubuntu PowerPC build to fail, too.  It's definitely a critical  
issue.

The merge runs don't run "make test", maybe that does something that  
causes "make doc" to succeed afterwards.  Actually, the doc run  
<em>does</em> include output from the regtests.  Maybe if the tests still  
need to be run during "make doc", the parallel build starts using regtest  
images before they are finished?

Sorry for hijacking this issue momentarily: we should really move this part  
of the discussion into an issue of its own.
