I agree that it is important to understand why bigger skylines result in tighter page spacing - that seems counterintuitive.

Here is one possibility how this could happen: if the _top_ of a clef pushes something like a bar number _horizontally_ away to a position where it does no longer overlap with the _bottom_ of the clef in the system above, the resulting vertical spacing from having the top stick out will be tighter as long as the top has less vertical overlap with the preceding clef bottom as the bar number would have had.

I don't think that it happens here, but this sort of sliding puzzle is conceivable.
