I think it would make much more sense to let the padding between two items  
with individual padding be the _maximum_ of both padding specifications  
rather than the _sum_.  Strictly speaking, to facilitate merging skylines  
with different padding values, one would need to store the padding for  
each "Building" (line segment) then.
