http://code.google.com/p/lilypond/issues/detail?id=2659'bound-padding' only applies when the spanner runs up against something on one end, such as a bar-line bridging two staves. Hairpins stop under bar-lines, and are spaced for consistency as if they ran up against the extension of the bar-line.
The variable 'bound-padding' lets us choose how much space to leave when the spanner needs to stop short. We cannot have the same variable mis-align the ends of hairpins when they stop under notes.
