+= is not an XSI feature, but I'm using these functions to switch the
implementation of func_append depending on whether += is seen to work
on the host shell, and Chuck Wilson is considering using these functions
to swap out big cygmsyswingw-only functions for stubs on hosts that
don't need the big functions.

_LT_PROG_FUNCTION_REPLACE seems like a better name under these circumstances.
