The OS continues to improve, some things require special effort on older releases that can be more "normal" in current and future versions. Yes, the 10.* that you see applies to 10.3 and later, other times when you see 10.[012] or 10.[0123] it means that the special hack is no longer needed on later versions of the OS (or at least that I was explicitly told that they would no longer be needed).
