[libredwg] r2007 now working

Hi

I just enabled r2007 decoding support, all my r2007 test DWG’s can be properly
read.
For r11, r2010 and r2013 only a few remaining bits seem to be missing.
I expect that to be fixed for the planned first alpha release next month also.
r11 maybe not, this is optional and might be more remaining work than expected.

Other than that the binaries got now options and a man page,
make distcheck and cross-compilation works so a proper release will be easy.
I’ll just have to add creating binaries for windows automatically by the
windows smoker.

I also got the idea for a dwggrep, to check text elements against strings/regex
(via pcre2),
and optionally all other element values/numbers. This should be even easier
than fixing dwg2ps,
which currently only supports LINE entities.

DXF support will probably not make it into the first release, but we will see.
It’s really trivial.
Maybe someone wants to work on that. The skeleton code is already in.
