[libredwg] fyi, minimal automake bumped to 1.12.2

As of commit 7f504dd8f (just a few minutes ago), LibreDWG
will not bootstrap w/o GNU Automake 1.12.2 or later.

Since that version was released July 2012, i don't think it's
too onerous a requirement to upgrade if you haven't already.

Relatedly, i have also modified the Hydra recipe to specify
package ‘automake’ (in practice, ???) instead of ‘automake111x’
(in practice, 1.11.6):

I am curious what version of Automake the LibreDWG hackers use.
(Personally, i'm using 1.15 w/o any problems.)
