I think DIME is released under double license, GPLv2 or proprietary license...
not compatible with GPLv3.

Actually there isn't a GPLv3 compatible DXF library.
There is one not complete https://github.com/bert/libdxf, but is in a
“Work in progress” status.
I'm not the author but I'm writing the DXF documentation under the
same project, can be usefull for any DXF library.
