He's referring to the keyboard layout used in GRUB.
Günter, have a look at this page:
http://libreboot.org/gitdocs/grub/index.html#grub_custom_keyboard
You could for example create a deqwertz and deqwertz.gkb file using
those instructions, and build libreboot from source with that layout
included. Then you would see ROM images with deqwertz in the same.

cat deqwertz | ./grub/grub-mklayout -o deqwertz.gkb
