I think not. You do need some way to identify the thing you want to
talk to (using DNS-names, URL:s, some semi-local naming scheme,
whatever). Then you need a name-server-like thing that takes a name as
input, starts a local proxy, and returns the local id of the proxy. I
think you could use the same mechanisms as for local name service, at
least from the client's point of view.
